The agreement on joint implementation of the Belkomur rail way construction was signed on September 3, 2015 in the capital of China.

The cooperation agreement was signed during Russian President Vladimir Putin's visit to China. The ceremony was also attended by the Acting Governor of the Arkhangelsk Region Igor Orlov, the Head of the Komi Republic Vyacheslav Gaizer and Minister of Transport of Perm Region Almaz Zakiev.

The Belkomur project (White Sea – Komi – the Urals) contemplates construction of the rail way Arkhangelsk – Syktyvkar – Solikamsk (Perm) to the length of 1161 kilometers, which will work as the logistical network for integrated industrial and infrastructural development of the Russian European North.

The project was initiated by the Arkhangelsk region, the Republic of Komi, the Murmansk region and the Perm region. Construction of Belkomur is actively supported by the Nenets and Yamalo-Nenets autonomous areas, Kirovsk and Sverdlovsk regions and the Republic of Karelia.

The agreement implies that “Poly Technologies, Inc” will be the general contractor for the project and will take part in financing, design and construction of new rail way sections (712 km) and modernization of existing rail way segments (449 km).

It is planned that JSC Interregional Company “Belkomur” and Chinese investors will create a special joint project group to draft proposals to the Government of the Russian Federation on conclusion of the concession agreement under the project.
